Instead of blaming the victims of rape; society should be teaching men (it is a predominantly male crime) not to rape.

How does society teach men not to rape? What would society do to teach men not to rape that society is not doing?.

So, you don't know who said it, where you heard it, or what her actual political leanings were and we're supposed to believe this?

Booby Jindal told the GOP to stop being the stupid party, apparently that's not working either.
