According to Lindsy Graham, he was on the watchlist, but his visit to Russia did not register because the airline misspelled his name. What more can you do? I am not sure how that is an immigration issue.
The has been a lot of reports flying around, many of them wrong...I heard this morning that Tsaraev himself misspelled his name. Perhaps that is also an erroneous report but it would be an interesting piece of the puzzle if it were so.
On the larger overall immigration, our leaders ought to take a look at how and why Europe is closing its borders, a result of their vast immigration problems and the burdens that they place on the country.
The thing is, the FBI had the older bomber on their radar in 2011, thanks to a tip from the Russians. He could have been deported.
The American gov't doesn't believe in listening to other gov'ts or people when given security tips. 9/11 could've been avoided or at least not as much damage wouldn't be done if the govt listened to this guy that name slips my mind right now (I think he died 9/10/2001 in some Middle East country, he was an American informant and ally) warned that attack was imminent, Russia warned us that people were planning on using planes to attack us, and etc but we ignored everything.
Our immigration system was broken long before the recent bombings....they were broken long before 911... and now this?
Once again, do they think the American People are stupid?

We're too damn dumb to do anything about these incidents, or to learn from them. Our border to immigration issues, are a damn joke.
And how is it we get paid, for being a generous Country, people demanding rights on us, then these two idiots pay us back, by killing and maming our citizens.
Time to take a harder stance, before more incidents and copy cat whackos, want to go one better on us.

Immigrants pulled the 9-11 attack on New York and Washington DC and now immigrants pulled this bombing of the Boston marathon -- just to mention a couple and you don't see how this is related to immigration?
The government cannot perform a good check on even suspicious legal immigrants another government gives them specific warnings about, how can it begin to do any sort of background checks on millions of illegals?
Homeland Security is a joke.
