The second amendment is about a person's right to self defense, whether that be against a single attacker, an attacking force or an out of control government.
Because a police operator is part of a law enforcement agency, and is trained to give instructions to members of the public who call in.

Trayvon's girlfriend was not there; she was in Miami. I would think that part of her "witness" would have to be disregarded.
You do note that at no time does Zimmerman say that Trayvon approached him; in fact, quite the opposite. Trayvon ran from him.

911 operators these days are very seldom part of a law enforcement agency. That sort of job in my places has been farmed out to a 3rd party and their training starts and ends at their tabbed flip binder that they read from when you call.
