Nowhere does it give him the ability to exempt who he wants when he wants.

You mean like when he suggested "junk insurance" policies could be reinstated despite the law saying otherwise?

The law states that the mandate will start on (whatever the 2013 date was).

That was the law. Nowhere did it give anyone the right to change that.

Anyway, I don't really blame Obama here, I blame the cowards in congress for allowing him to do it. As I note they are just itching to do it themselves one day most likely.

There is also the high likely hood that Obama knows he can't do this and it will eventually be challenged and he can then blame the mean old courts for the mess as opposed to himself.

This is why reading the actual law matters. The law itself gives the president the ability to give exemptions.

The most any of you Republicans could argue is that the President cant broadly give a year long exemption to all companies meeting the 50/100 employee threshold, he has to go case by case.
