Texas has a statute of limitations of 2 years for these cases. A warrant never goes away though.
The maximum punishment is a $500 fine and a citation can be written. An arrest may take the place of a citation or may be made if someone ignores the ticket.
Isn't jailing some one for this a bit over the top. I don't even think it would be a Criminal Case in the UK, more of a Civil Matter between the Video Store and the Woman in question.
I have read the article and still don't believe this woman would be locked up for a night in the UK and that the Video Sore would merely be advised by UK Police to go before the Civil Courts, as it would be deemed a Civil Dispute.
If you steal a book and the owner reports the theft to the police, why shouldn't you be?
If they agree to let you take the book from their facility with the agreement you will return it in a few days but dont. its not theft. Theft is taking something without concent. concent was clearly given.
Failure to return would be a civil matter, not criminal
