The first cop car wasn't a police car in service so the guy driving it was dressed like a cop and only meant to look like a police officer. So, at least some of this was staged and edited for effect. At that point, their credibility pretty much hit rock bottom.
Probably somebody did call the police on the black guy but its hard to say. Maybe they themselves called anonymously, its possible.
Beyond it being poorly done and of suspect honesty, we're left with the question what were they trying to prove?
Videos like these further validate that racism in America is structural and embedded into the fiber of its institutions, which means there is no such thing as equal justice. White privilege is alive and well, ask Michael Dunn.

Blacks commit more crimes proportionally than whites.
Want to change the perception of the people in the video? Tell the black community to stop committing so many crimes. Perhaps when and if this occurs, public perception would change.
If one was swimming and saw a carp, vs a great white shark, approaching you, which one would worry you most?

I noticed that... his "on duty" sign dome light was off.
Oh yeah and that dude is lucky he didn't get shot. The police are terrified of black men. Again the more afraid a person is when they confront someone, the more likely that person is to use aggressive and violent force over minor movements and reactions.

What if I was swimming as saw a black shark and a white shark...and I swam away from the black shark in fear and the white shark eats me...
The cop arrested the black guy because using his "professional judgement and training" he did not thing the black guy would own such an ugly car.
