I'm not sure what you're trying to state with the second sentence but the third is simply personal responsibility. If you bring something valuable with you somewhere and leave it in a place where a crook might take it....a crook might take it. If you had a purse with a gun in it and you are not being responsible...a crook might take it. This is not a new issue, although in this case if the owner had a bracelet and the gun was stolen by a crook without the bracelet then the gun would be useless.
I am of the opinion that Eric Holder is the most dangerous and corrupted man in Washington. It's scary that Obama anointed him to the power of Attorney General in the first place, he has proposed a lot of un-Constitutional things over the years, but this is among his worst. It really speaks highly of how he little he cares about the Constitution and our Liberties.
This current proposal only serves one purpose for him, to try and target law-abiding gun owners and turn them into what he sees as "terrorists of the state", to be able to watch and track them at all times so if he ever get's in a bigger position of power he can hunt us down and take our rights away.
I only have one simple message for Mr. Holder: Don't Tread on Me!

This is something straight out of George Orwell.
Actually the real way to make it work would be with a low level highly encrypted signal key, using either RFID, NFC or even low energy bluetooth. Whenever the bracelet that is emitting the low level signal gets close to the gun, the mechanism in the gun receives the key and allows it to be used. Much like car keyfobs that unlock the car door when you're right in front of the car or waving your keycard to get into a locked building.

No. It doesn't. It only needs to know that it's the right bracelet for that gun, and that the two are in close proximity.

No database is required. I suspect one might be useful if you needed to replace a lost or broken bracelet, but that can also be taken care of by an engraved key on the gun. So it's not required.
Doesn't it make more sense to put one of these on every criminal that is on probation or has gotten out early , especially ones with firearms related crimes ? Or people that have mental health issues ? Pedophiles ?
