I don't know about Virginia, but I know in Oregon if they don't total it up at the bottom servers would just void the tip to prevent anything like this from happening.

I did read the article and no it isn't clear that is what he wrote. It looks like the pen didn't work the first time which resulted in the two extra zeros that he probably wrote first, and then the guy signed his name where the total is. If the person wasted to be clear about it, they would have totalled the bill up as well. She was in the wrong with this one, she shouldn't have cashed it out without getting a manager to approve it first. Which looking at that receipt, no manager would have given her $200 dollars.

It definitely looks like $200.00 to me, too.
However, the cynic in me wonders if the last two zeroes were added by someone other than the customer. Look at the first two zeros - they are smaller than the number 2, indicative of someone trying to indicate $2.00.
