All people who settled for Canada when they knew they couldn't get into the States.
And yes, I personally know two people who used Canada as a stepping stone to the US. One from Taiwan the other from Algeria.
Toronto is not Canada and diversity does not mean only foreign born people.
Our big cities are very diverse.
Diversity doesn't only mean foreign-born. It also encompasses stuff like homosexuality. We're quite tolerant in that respect, too. Nobody ran around with their hair on fire when they legalized SSM across the board. People just shrugged and said "Sure, why not?"
We celebrate diversity.

Toronto is not Canada and diversity does not mean only foreign born people.
So taking ethnicity and culture out of the equation to remove those quotients provided by "foreign born" would then leave "race".

Is it your conjecture the problem we're not having to deal with as regards "diversity" is because we weren't as highly invested in slavery and it's resultant segregation issues? That seems the only category you've mentioned singularly; being the density of blacks in a previous post.
It isn't. Any country:
1) where cops get away with killing and beating unarmed citizens, including pregnant and disabled people
2) Run by warmongering fools
3) that treats corporations like people
4) that is beyond paranoid and spies on its own citizens
5) that can legally murder its own citizens or send them to guantanamo
6) with the highest prison population in the world, housed in privately run for profit jails
Cannot possibly be considered the best in the world.
