I live in a neighborhood that has a considerable percentage of Mexican workers. They are in the hospitality and resort maintenance industry here in Sedona. They are long term friends and acquaintances and family people who own their own homes. They are all legal, to the best of my knowledge. Many if not most of those people line up at the Safeway sending money orders back. I very rarely, if ever, see the scruffy day workers or field workers at any of those money gram lines.
For those day workers, All their money they have we call, "Jock strap money". They all wear briefs and keep their money there. It's a standing joke in these parts whenever we see a really old, wrinkled, sweaty, dollar bill
The bottom line is even in your lone scenario you have no clue as to who is legal and who isn't while standing in line at the Safeway.
There is a lot of talk about nothing being done about illegal immigration, but it seems like there is a serious effort to fix the issues, but Congress refuses to act. What is their excuse to rant and rave on TV every day blaming everyone else for not doing anything when the ball is on their court.
According to the polls 80% of Americans wants Congress to act, so what it their excuse?

H.R. 3163, the Comprehensive Immigration Reform for America’s Security and Prosperity Act of 2013 (CIR ASAP)
A comprehensive bill addressing border security, enforcement, employment verification, visa backlog reduction, STEM visa increases, and citizenship for the undocumented, among other issues, with more generous benefits and fewer punitive proposals.
H.R. 435, the Military Enlistment Opportunity Act of 2013
Would allow certain undocumented immigrants to obtain legal status through military service, including beneficiaries of the Deferred Action for Childhood Arrivals (DACA) program
H.R. 2377, the Encourage New Legalized Immigrants to Start Training Act (ENLIST Act)
Would allow certain undocumented immigrants who entered the U.S. as children to obtain legal status through military service.
H.R. 4303, the Border Enforcement Accountability, Oversight, and Community Engagement Act of 2014
Establishes a border oversight commission and border ombudsman charged with overseeing border enforcement and protecting human rights
Amends the current immigration system to allow legalization of some of the undocumented and address the separation of immigrants from U.S. family members. No new paths to legal status are created.
80% of Americans want Congress to act, so I guess you are one of the 20% who don't want them to do anything. If the Congress feels they do not need to do what they were elected to do, then why don't they just go home?
Every bill in your OP that was passed is a House Bill. The House is controlled by Republicans. Every bill that is passed by the House has to go to the Senate for them to vote on it before it can get "passed" officially and then get sent to the President to be signed. Harry Reid is not allowing these bills to get voted on or even come up in committees. He is doing Obama's bidding.
So yes it's Congress not doing its job, but more specifically, it's the Democrats in the Senate that are not doing their job. If they did what they should be doing then we could be blaming Obama for not signing or vetoing the legislation, which he would probably do. Either that or he would just ignore it and not enforce it like all the laws currently on the books concerning immigration.
Rick Perry, the Governor of Texas says he does not want a fence on the border.
If you take the time to look at a map, the whole border with Texas is the Rio Grande. It won't benefit Texas to have a fence. It would only block access to the river for its own citizens.
We don't need to enforce the Southern border, just the actions of the employers up north.
We require more paperwork for a lemonade stand than to hire employees. Our government simply chooses not to make it a priority.
So, the employers stop hiring illegals and they should. If it were only people coming across the border looking for work, then I would agree with you, but it has been shown to people who want to get into the US to commit terrorism, that they can get in the same way. That is why we have to do both, shut down access to the jobs and close the border.
The reform includes border security. Reagan's amnesty was amnesty, because it simply legalized illegals already in the country, but the current proposal would require 13 years of jumping through the hoops before made legal. Besides, from what I have read the Dems have said they would talk about a reform which did not include path to citizenship.
