Because it is discretionary and subject to annual appropriation acts. Not to be confused with mandatory spending which is governed by statute.

And is this really such a preposterous question, when over 40% of Republicans are still "Birthers", and over a third actually believe the POTUS is a muslim? And if all that doesn't qualify as "insane", then what does?

The GOP has not gone insane, but some of it's members seem ready to be certified as being a few bricks short of a full load. The evidence is right here on this board, simply read how some of them think and how they react when they begin to feel they are loosing a discussion, then the rhetoric and personal attacks kick in. Don't get me wrong there are many fine Conservatives here that have no problem having an adult level discussion on a topic, and those I respect and they are still the majority in my opinion. The ones that are far out in right field you can spot fairly quickly and well known to most of the posters here and thus easy to ignore if you so chose.

It is the same world where a numerically indefensible claim of less than 2% change in people who are "insured" means we went from failure as a nation to a success as a nation - according to people on the left.

Please, don't event attempt to quibble over "terminology" as your standards of the use of terms are non-existent.
