Listen to prime ministers and presidents from around the world speak English. They speak English better than most native speakers in the US. Like someone mentioned, you learn proper subject agreement in language education, not at home.

The most articulate people I know are Black. Look at our current President.

Obviously, the test is flawed. If Conservatives are interpreting the results, this obviously invalidates any conclusions and generalities which are drawn.

These stats could be flawed! This could be due to socioeconomic class differences like poverty, & amount of generations of roots within the USA etc. I believe this is more of a class issue rather than racial or ethnic.

Also let's remember that, not all blacks in the USA are of ethnic African American descent!

These are South Carolina statistics, a State with a long history of prejudice towards African Americans.
I don't think, this study has any value to other States or to the Nation overall.

There is something else I want to point out as well. The Deep South over all has done horrible in terms of education. This isn't something reason, and it isn't something limited to Blacks. In the antebellum days of the South, southern Whites had an illiteracy rate 20 times higher than that of Whites in New England. Blacks were basically forbidden to learn how to read in the South.

I got this from reading literature by Thomas Sowell. Blacks in Ohio hand higher scores on mental tests than Whites from Kentucky, just across the river. This was right around the start of WWI. Both Blacks and Whites were doing quite bad in terms of education in the South, with Blacks being affected even worse due to some of the vestiges of Jim Crow. Schools were lousy in general, with the Black schools being treated worse.
