Whether or not a person has a degree has nothing to do with how intelligent they are.
Actually I'm sure college students do lean liberal. But I think that's primarily a function of their age. Young people that age who don't go to college also lean Dem. In fact, I might even guess they're a tad more likely to vote Dem if only because they're more likely to be black or Hispanic and black and Hispanic youth are less likely to attend college (not trying to be racist...just pointing out reality). Romney won even 18-24 yo whites.

People should be able to pass a test on basic civics. This information is taught for free in the public schools as well as private and church schools. It merely requires that they understand how our government is set up. I would NOT recommend they be tested on current events or issues as these could be biased.

how about instead of college degrees, the only people who can vote are property owners? they are the only ones really paying the entire property tax, and any issues would directly impact them.
If you want to ensure the most tyrannical form of welfare state, big brother socialist tyranny imaginable, sure. Why do I say that? Because our colleges and universities, minus the occasional private religious college, are by and large the epicenter of the whacked out liberal universe. If it wasn't for the supposedly "dumb" people in the blue collar and entrepreneurial world offsetting that foolishness, we'd already all be slaves to some version of a Politburo headquartered in the Ivy League.
