Cops are not supposed to run but rather to persue.
Are Cops supposed to let a suspect get close enough to reach in the car aren't they. This is not running away at all. Pulling up 50 or so feet is repositioning to confront on better ground.

Was he a suspect at that time? Police talk to people all the time at close distance. Did the officer have reason to believe he was about to be attacked in broad daylight in front of witnesses? He did nothing out of the ordinary prior to the attack.
Wilson planted his car imprecisely too close to the J-walkers to open his door.
Perhaps they guys could have stepped back, let the officer get out of the car so the officer could question them, just like happens everyday. Then again, they probably didn't want to be questioned considering they just committed a crime.
