Simple. Tell the the employer to fire them and make them look for jobs with salaries high enough they don't need to be on government handouts.
Put the onus on the employee.
The illegals don't get government handouts. They seem to find work and can live just fine in America and even have enough money left over to send home vis Western Union.

Why not just reduce housing regulation and allow landlords to profitably provide affordable housing to low-wage workers?
The US-born children of illegals get lots of government handouts necessarily funneled through the parents.
Simply take your budgeted needs/hourly net payrate (w/o artificial gov't interference raising it more) and volla, you have calculated the minimum hours you should work.
Be it 10 or 168, the government should not interfere, with any new regs/taxes on others.
The robots will help with that. Sadly, I think the world is about enter a period of extended severe overpopulation in relation to jobs. Unless the robots kill us all or wars eliminate a large portion of the human population, we're entering a period where for hundreds of years there will simply be thousands of people for each available job. Maybe with some space elevators we could ship people off world to colony ships sent out for nearby star systems, but that would still take decades to have an effect even if we worked at breakneck speeds toward the goal starting now.
I'm guessing that's what positive selection and death panels will be for (over population, getting rid of those who cannot contribute to the system). No need to send people to other planets when you have that. I hope to never see the day when that happens, though. Mankind will truly be evil then.

Sure it is. People should be allowed to pursue a lifestyle their income can support - without government interference. If I live at poverty level government has no business artificially inflating rents.

Take free online classes--there's thousands of them. Google "MOOC" (Massive Open Online Classes).
Sign up to volunteer in your community. If you're already working full-time minimum wage, then volunteer a couple evenings a week and a bit on the weekend. There's where you pick up additional job skills.
Expecting the government to force your employer to pay you more is not the key to success.
This might be good advice in a world where poor people have the time and money to do extra unpaid work, and there were jobs available for them to take once they acquired those skills. In the real world, you're proposing that people spend time they don't have learning skills that won't benefit them.

I don't think minimum wage workers need to worry about being replaced by robots. According to conservatives, low-wage workers are already tireless widget-stocking robots.
I have to argue the lack of employees to better themselves is the reason for low wage jobs. First off, Education level should have nothing to do with level of pay for the same job(unless your in a class based society) Production is the key to wages. Our so called uneducated workforce has continued to grow in production, but wages remain stagnant or dropped. Yes it now becomes the employers responsibility to pay for employees getting government assistance because alot of employers have dropped or freezed wages to improve the bottom line and enhance profits for there investors despite the fact that because production is at an all time high so is the profits that employers are seeing. Every other argument is a smoke screen.
There is no need for that, good topics. They need to downsize their lifestyle, or, if they choose, get 2nd jobs.
