Well people who are homeless are also allowed to vote. Voting is not just for those who have a home.

I agree. That seems to be the most likely remedy. Although, if/when this goes to the Supreme Court, it'll be interesting to see what happens. Per the Court's analysis in Crawford v. Marion County Election Bd., the law doesn't seem to violate the Constitution. The only question is whether it violates the VRA. I really don't know how the Court would rule on that issue.

If we can't have Voter ID, we should at least use the primitive method of inking the voter's thumb to ensure there is no double voting.

There was about 6 million votes cast in Florida, 500 is 0.0083% of them. It's a trivial amount.
