I think you should identify why your local governments mistakenly think anybody would be like-minded such that they insularly want to live with people who look and sound like them. That's not socially just.

The local government has no control over that. People live where they want to live in this country, and often times people like to live around like-minded people. I bet you even you live around like-minded people by choice.

The businesses in that area chose the name Jade District, so I assume they at least like the name. It helps with marketing.
Chinatown a slur? I'm guessing the "Chinese" people living there never got the memo that it's NOT PC to use that "slur'. LOL!
