Are heterosexual straight men legally allowed to enter and use such premises like trans adults with the opposite genitalia would have the right to do were it not for laws like NC's? That would be a big giant NO!
And does that matter to a man wishing to expose himself to children? Before this stupid ban, transgender were able to use the bathroom they identify with, now they can still use the bathroom they identify with because no one is checking people's genitalia when they enter the restroom.

Civil suits filed for cases of discrimination against any of those included in the Federal Government's list of protected classes meet that requirement. However, if there is an allegation that is not covered by federal law but is covered by state law, the federal court must separate that specific issue and remand it to state court.

Yes. FELONY* indecent exposure issues in public facility (schools, etc.) restrooms, locker rooms, and showers, and the fact that parents DO NOT want their kids to be forced to involuntarily submit to that form of sexual abuse.
* Codified in all states as felonies because of the school grounds location and/or age of the victims.

Why on earth would anyone allow them to LEGALLY do so? THAT'S the issue. How do you not get that?
Trans persons with male genitalia do NOT belong in public female restrooms, locker rooms, or showers where MINORS may be present. And vice versa.
