Yes. Ambassador Stevens sent several requests for additional security in the preceding months.

Aviano knew what was going on. But no commander is going to unilaterally authorize air strikes on a sovereign country without said auth or predetermined r.o.e.
I believe General Ham, whose theater of operation Libya was in, a) didn't think the F-16s from Aviano would be useful and b) wouldn't be ready for at least 20 hours.

General Ham, did have other units from Europe transferred to his Africa Command and proceed to deploy those units.

Since when has the State Department been in charge of security for CIA facilities? The CIA Annex was a CIA facility and not a State Department facility.

They won't release all the transcripts but, as I indicated earlier, it was a cluster from top to bottom. Dod, CIA, and state. Not criminal, just incompetent.
