Why can't you or I say No?

You can say no by leaving the country. Of course you'll have to say yes to the laws of the country you move to so I'm not sure that'll work out the way you hope.


Maybe a private island in international waters is the way to go?

Why can't you or I say No?
Because you live in a society and you need to obey its laws. If you don't like it, you can immigrate or work in a democratic way to change the law.

I wont because I am not against government. I love rules & regulations. I would fight for something thats unfair & try to help make system better. If I dont succeed I would follow the law without question.

I don't live in a society that has a 1st Amendment to say NO? And 2nd Amendment to defend my right to say NO?

You can - - but the repercussions are not going to be good for you. There are plenty of people who have had "enough" of whatever it is that is bothering them. Only three things happen in the end:

1) they're apprehended
2) they're shot
3) they shoot themselves when 1 or 2 looks to be nigh

Now if it is that you haven't mowed your lawn in three months, violence isn't sure to come - - unless you get out a gun and say "this is my property and I say 'no' to you".
