The diner has been contacted by a reporter via her Facebook page but so far has not responded.

Look at the printed insult. "We only" and "tip citizens" are in two different hands. Look at the N and E.

Well no tip was written on the receipt so unless the diner left a cash tip that would sum it up to me.

Customers Stiff Waitress; Write 'We Only Tip Citizens' On Receipt
Your link does not say that the diner has denied writing it - just that she has not responded to inquiries.

Unless it's an expensive meal, I'll leave the tip in cash about half the time. Additionally, many times when I eat with a friend, if he buys, I leave the tip and if I buy he gets the tip. It's not that unusual.

Yep, we do it all the time, usually write "cash tip" on the receipt. Evidently, everyone should start notating on the receipt that a cash tip was left?

I always fill out the bottom Total line so waiters can't add a tip later.

It is not unusual to leave a cash tip. I always do when I have cash one me/ And the reporter should have asked that question. It seems like that was not the case here since one would think that would be mentioned.

I will say that Harrisonburg, VA gets most of it's revenue from James Madison University which has a reputation of a party school. Could be an immature prank.
