Obama did an EO granting paid leave for Federal Employees to strengthen middle class families. it was criticized.
Obama then encouraged states and municipalities to do the same for their employees. Some did. Most have not.

Sounds like he could be pandering to women for their vote, or he actually is in favor of this, or this is just another empty promise, or some combination thereof. I just find it interesting because conservatives usually oppose policies like this, not that I consider Trump to be conservative, but some of his supporters are on the record saying that Trump is conservative.
Most companies I worked in (ok only 2 companies I have worked in) already has 6 weeks paid leave and another 6 weeks off without pay. I thought this was the standard

The FMLA mandates up to 12 weeks of leave, but there is no requirement that it be paid leave. As far as what companies offer - idk, I'm not a woman, so I never asked and maternity leave was never advertised.
