It's reasonable for a distressed motorist to think the police are there to help, and when they pull guns on him, it's reasonable for that distressed motorist to think the police don't understand that the vehicle belongs to him, that it's broken-down, and to want to prove those things to the police. The distressed motorist sees the situation from his own perspective.
No, it is not rational to continue walking back to your car when guns are pointed at you. Only if you somehow believe the cops were telling him to go back to his car is that rational. I think we can safely assume the cops were not telling him that.
If he was beside his car, I could see some confusion and the possibility of getting in his car; however, it was a long and slow walk back with a cop right behind him.

His entire body lowered. Even that is far different than the claims he was reaching in the window. The only reach here is trying to justify the shooting.
