Ask yourself if it was really about the money wouldn't preventing the man from going to jail (which is a sure fire way he won't make money) in her best interest? If their income drops due to job loss or change in employment, men (and women) can return to court and have their child support payments lowered. Many did this during the recent recession when they had to accept lower-paying jobs.
Mothers use child support as a way to pay bills. They may go after fathers out of "spite," who knows really. But in any case, the court awarded child support and the father is legally bound to it.

Just the way they "magically" got by when the father wasn't paying child support.
It isn't magic at all. They apply for government assistance (Food Stamps, day care assistance, Medicaid and other support that taxpayers foot the bill for), they get help from their families (lots of mothers and children living with her parents or at least getting regular help with groceries, diapers, childcare...), they hustle up a new man to help support the kids, or they do without.
Many men don't pay child support who are perfectly capable of doing so. Some just refuse. Others move out of state, work under the table...
I can think of five women right off the bat who are not receiving child support payments from men who are perfectly capable of doing so.
One works full-time as a baggage handler for an airline. She picks up extra shifts and gets help from her parents with childcare, at Christmas, etc. The child's father has a graduate degree and professional job.
Another receives sporadic payments as the guy works construction. She scrimps and saves and does without when he's "out of work." He's a union carpenter and often passes up jobs waiting for a "big job." In between he builds garages and remodels homes and doesn't report this income.
The other three work as CNAs. None have insurance. Their kids are on Medicaid, they get Food Stamps, heating assistance, childcare assistance... Which means that taxpayers are providing child support for children we didn't create.
I know men who work two jobs and live in dinky apartments to make sure their children have the food, medical care, and other necessities of life. They pay their court-ordered child support and still pitch in with things like bikes, and band trips.
Though I do balk at the idea of paying jail costs for deadbeat dads, the idea that fathers should get a get-out-of-jail free card because it impacts future employment prospects doesn't fly with me.
I suspect that for every man who goes to jail, a dozen more realize that's not for them and "magically" come up with some way to satisfy their court-ordered child support payments.
