Before 1820, the only people allowed to vote (or hold office) had to be landowners and tax payers.
In short, most Americans were not participants (nor taxpayers).
After 1820, the prerequisites were dropped and any warm body could vote.
And get taxed.

The U.S. miltary is doing it too. Can't afford a sex change, get incarcerated or join the service.

Until I read the article, i had NO doubt this was from some kind of Wacky World News ("I was impregnated by an alien") newspaper.
Whoever approved this needs to be fired, and if I lived in California, I would probably join some kind of anti-liberal protest (and I'm a moderate, btw).
Take a deep breath...The California prison system and the state attorney general fought this for years. A federal judge ordered them to provide the surgery
