Ah Bing went home to visit China, but because of the Chinese Exclusion Act of 1882, Mr. Bing was never allowed to return to the United States.
We also banned Asians from immigrating to the US until 1965, purely for racist reasons.

The only thing the stay does is "temporarily" allow those already here or those that were in mid-flight when the order was signed to remain until their next court date on or around February 21st.

Considering most of these attacks have been committed by Americans (even former military), your fear is pretty unfounded and on top of that the odds are 1 in 20 million or so.
