Suffice it to say that is a false dichotomy. Being loyal to the constitution is automatically being loyal to the president. It can not be otherwise.
All pledge to support and defendthe constitution, and whomever does not do that is out of step with their responsibility. There can be no conflict if everyone is loyal to the constitution and carries out their own duties with that in mind.

There were a lot of people who were loyal to President Richard Nixon and wound up in jail (Watergate).
There were a lot of people who were loyal to President Ronald Reagan and either were convicted or accepted a pardon from President George H.W. Bush (Iran-Contra).
Lewis "Scooter" Libby was loyal to President George W. Bush, but was convicted and later had his sentence commuted (Plame Affair).

Look up the Nixon cabinet and his staff. Many went to jail.

What hasn't been addressed in this thread is that the FBI Director is appointed to a 10 year term in order to remove the position from partisan politics. Trump chose to ignore that and fire Comey with 6 years left in his term, while Comey was investigating the Russian influence.
