Canada won't even begin to understand what open borders means until they have a million illegals on their hands. That would make it roughly proportional to what the US is dealing with as a % of population.
A problem the U.S. brought upon itself with it's waffling between observing the laws but desiring cheap labour and Democrat votes. Giving them driver's licenses and amnesties along with employing them and it's Canada that needs to understand the nature of border controls?

I think a more accurate assessment would be police just have to be made aware. With the subject content enveloping primarily two countries, Canada and the U.S. and given the political climate in either, it would be my opinion if made aware of a case, police in either country would move heaven and earth to prosecute to the fullest extent allowed.
I have seen no indication of any reason to believe police in either of the countries would avoid, evade, ignore or otherwise be reticent in investigating such as mentioned cases of abuse.
