This is actually a huge problem. Problem cops leave one town's force and join another. Background checks show nothing because the force drumming him out do not document it.
We just recently had a wrongful death caused by one such cop. The real tragedy was how police management did not won up to it.

You make a really good point.
Perhaps both left and right could push for some sort of database where every cop shop would be required to enter anything that results in a disciplinary action. And it should be maintained at both state and federal level to ensure everyone is complying.
We really need to end this nonsense of a cop job hopping to keep ahead of his or her actions.
