Part of it was a form of rebellion. They were doing things to shock their parents and classmates. Think of them as being the 80s version of goths or wiccans. I was in high school in the 80s and one of the girls I dated was into that stuff. The problem was those who took things one step too far and went to animal sacrifice. Those who did this had more issues than rebellion. Some went only as far as to break open graves (many in south Louisiana are above the ground graves/tombs) and play with the bones. The rest was urban legends that some how spread as far and nearly as fast as today's internet social media. "there's a satanic cult looking to sacrifice a virgin, a cop, and a priest on prom night" was a common story we heard.
Maybe to the majority of Americans but the fact that it reached the halls of Congress says it was at least a bit of a big deal.
perhaps. but the OP frames it from a 'satanic' context, which wasn't really the focus of the congressional investigation. it was far more the sexual content they were concerned with.
Oh, and we brought knives in our pockets or on our belts and had guns in our cars or trucks and we didn't shoot nor stab at school even with everything that was going on in our lives. We had school bullying, but it didn't seem as important as the threat of nuclear war with the USSR.

Political witchhunt when there were more important things they should have been working on at the time. Crack cocaine, hijackings (airlines and cruise ships), USSR, Iran, Afghanistan, Libya, and other things that were within the powers given to them by the US Constitution. I'm pretty conservative but even I have to agree that the Christian right held too much influence in Washington DC, so much so that even some Democrats went along with them. Funny how they had problems with words in music and nudity (magazines and porn) but didn't have any problem with graphic violence (rape and murder) in TV and movies.
All that satanic nonsense was a typical American overreaction. A politician latched onto something, made hay with it, and everyone tried to cash in on the tempest in a teapot to grab their particular 15 minutes of fame.
The PMRC was a huge joke, and if they did anything with all their "filthy 15" nonsense, they simply gave free publicity to various lesser known bands. The lead singer of Venom even said that their 4th album "Possessed" didn't sell well at all until the PMRC and "their fantastic marketing scheme" helped pick up the sales. It was a colossal waste of time, effort and taxpayer money. Consider the warning label on albums tat came from all that foolishness. In the 80s and 90s, that warning label was marketing gold and helped push sales. Thanks Tipper!!

Vivid memory. Going to see an R rated movie. (Scarface?) there was a dad in front of me with a ~15 year old boy. The dad asks why it is rated R. The ticket guy says because of language and violence. The dad nods and buys the ticket for his son saying something like, "as long as there is no nudity"
Killing and 99999999999 uses of is okay but his will be scarred for life if he sees a nipple.

Reason: language

good point. virtually no one had ever heard of the mentors until PMRC started talking about 'anal vapor'
it probably did wonders for their record sales.
