Where the hell were all these smokin' hot teachers when I went to school? Most of my female teachers either looked like Ernest Borgnine or were as stiff and unapproachable as a stuffed moose head hanging over a smokey fireplace.
This teacher lacks common sense, however. I think she has issues with her sexuality.
Its not like she is showing too much skin, or wearing a tight dress. I could understand if she was wearing a mini skirt with her thigh high boots, but the only skin showing is her arms and above the neck.

This was exactly my reaction. If she was wearing nylons, which do show much more skin, no one would have said a thing.
That this is considered inappropriate is ridiculous. She looked fine.
In my 12th grade our home room and history teacher was referred to as "Ole Miss Gifford". To the end of the school year my Uncle, with whom I lived, came home from a parent/teacher conference and remarked to me and his wife that "Ole Miss Gifford" was a 27 year old bomb shell. Kind of destroyed me. And he was right. Amazing that even at 18 we missed the sex object. And to a large degree she dressed the role though her presentation had successfully buffaloed us all.
I suspect 4th graders would have an even worse time dealing with it.
The first thing that came to mind for me was that maybe she wasn't wearing a slip? You can kind of see through to her legs under her dress. Nothing else looked out of place or outrageous to me. I had a math teacher once who wore long flowing tie died skirts and sandals and tie died bandana. I went to a performing arts alternative high school and had a dance teacher named Mr. Garcia who used to walk down the high school halls in his tights lol. All this was in the late 1980s.
