California may soon become the first state to require all stores that sell dogs, cats and rabbits to offer adoptable pets from shelters and nonprofit rescue groups instead of through breeders or puppy mills, thanks to a landmark bill adopted by state lawmakers.
Assembly Bill 485, the Pet Rescue and Adoption Act, authored by Assemblymember Patrick O’Donnell, D-Long Beach, is now on its way to the governor’s desk for signage. The California Assembly passed the bill in June and the Senate voted unanimously on its passage this week.
O’Donnell, whose family has two rescue dogs, said the issue “is very personal” to him.
I'm all for it. Of course, puppy mills and etc will just sell their "wares" outside the state but it should mean more rescue animals having better opportunities to get adopted.
Only problem I have with this is it could be the end of pure bred dogs. Not that many Pugs or French Bulldogs are rescue dogs����
It wouldn't. Responsible breeders do not sell their puppies to pet stores, anyway - they are very choosy about who gets their dogs. Healthy, well-bred purebred dogs are great, but I would not go to a pet store to get one.

Responsible breeders screen theulir buyers of their puppies and many litters are pre-sold in utero. They don't sell in pet shops or on craigslist. With that said, there are many purebred dogs in rescues and shelters. Almost every breed has a breed rescue where you can adopt a purebred dog in your breed of choice.
Its a good direction. The Humane Society helped Pet Smart transition from puppy mills to now offering rescue animals. Saves many animals that didn't previously have a home.
I think NYC has a similar law that people are fighting. I'm for free market choice.
