The report/memo is a summary of documents the FBI slow walked to the committee, under threat of contempt.
FBI is under the DOJ's umbrella and Rosenstien waited to the last minute of the last hour to meet, not produce the documents, that this report/memo summarizes.

Trey Gowdy, who I trust said, it had nothing to do with any of the above.
It is all about individuals within the NSA colluding with Obama directly, and through Valarie Jarrett, Samantha Powers and Susan Rice. In 2011 it was Cass Sunstien, Samantha Powers Husband rummaging through the NSA database.
