So now you want to deflect from the armed deputy who didn't do his job by talking about the FBI and the school board? wow...
Deflect? ummm no. But it does seem that there were multiple fumbles on the line of scrimmage here. I didn't see any "deflection" in the post you quoted, but LE did have multiple opportunities to intercept Cruz and more than one dropped the ball.
The deputy certainly shares a good portion of the blame, but he wasn't the sole proprietor in it. If the FBI, school board, whoever had paid attention properly Cruz would not have made it as far as he did. Just sayin'.
School boards were forced to adopt those policies by the Obama Department of Education through the threat of withholding R3T and ESSA funds as well as not so veiled threats from the DOJ that if they didn't civil rights investigations might be pursued.
Smoke? Where did that come from? Unless I missed an update Cruz didn't set any fires, just pulled the fire alarm.

Why? They KNOW now that police aren't there to protect them, any more than they will be there to protect any other citizen. Even more reason that individual teachers should have a means of defending themselves and their students.
No, I want to name names & quit playing politics. This deputy, the FBI & the school board all have blood on their hands. They should all be sued.
I don't disagree. But the courts have ruled for decades that police have no duty to offer protection to any individual and can not be held liable when they fail to do so. I suspect all the guilty will be ignored and go on for decades more of drawing a paycheck on the backs of the taxpayers.
