"not law bidding" starts to become subjective when everything is illegal. I would wager that most federal agents dont even know what all the laws are, there are whole floors and volumes of laws and legislation that has been passed.
Often times an agency will post something as "illegal" because its politically envouge and fits their agenda, but there may not actually be a real law in the books
Also some agencies entire mission is unconstitutional. Have automatic weapons ownership past muster in the supreme court yet, what gives the ATF/FBI the constitutional right to ban certian types of guns?
