Why is this necessary? If it doesn't work then it doesn't work. But who knows, someday therapies may be found that are effective. Some people do want to change their orientation. How is it fair to them to make all attempts to help illegal?
There are a lot of wackjob parents out there who would force their 18 year olds into conversion camps if the law simply prohibited minors.
I've worked with the homeless, a handful of them being former victims of these camps. Not only were they forced into them, they reported that almost none of the other enrollees were there voluntarily. For the most part, their families pushed or even forced them there.
Raising the age limit to 25 would be better. By then, it's possible for people to establish themselves on their own, and they aren't so vulnerable to their parents.
California liberals now are going after the bible because there are controversial terms in there that some liberals see as trying to change one's indentity.

I was 25 when my parents pretty much manipulated me into conversion therapy. I had been out for about a year but having been very close to my family growing up, I could not stand to see my family completely disintegrating because they couldn't accept my sexuality. It also reached the point where they were about to drive me to suicide with their bullying and harassment so I was left with the choice of either submit, move home, and do the therapy or go no contact. At the time, the thought of no contact was too much to bear so I did the conversion therapy.
Anybody who claims it worked are simply suppressing their same-sex desires for the purpose of conforming to society. Deep down, they still "struggle with same-sex attraction." I spent most of the second half of my twenties in ex-gay circles and that's how it is for everyone, even those that manage to pull off heterosexual marriages.

Good to see you are still with us. I can only imagine how tough it was. I have had two nieces come out in the last couple of years and it has been tough for them even though they have the support of the entire family.

Jesus has already condemned unbelievers because their deeds were evil. Jesus said:
John 3
[17] For God sent not his Son into the world to condemn the world; but that the world through him might be saved.
