As well as the US $87 Billion already being spent (almost three times the total US spending on NATO), there are plans for much more future spending and many countries are looking to meet guidelines and increase spending.

The US spends 3.5 per cent of its GDP on defence - US $686 billion - but has bases, military alliances and commitments around the globe.
As the International Institute for Strategic Studies has demonstrated, only 5 per cent of US defence spending, US $31 billion, goes directly to Europe.
The US covers 22 per cent of Nato's operating budget - offices, administration, salaries and more.
In 2017, the combined defence spending of the European Nato allies, most of which is devoted to the European region, was more than US $250 billion.
By contrast, Russia, perceived as the main threat, spent just US $61 billion in 2017, less than a quarter of the sum spent by the European Nato allies alone.
The reality is that, despite Mr Trump's charges, Nato's European member states have increased their spending by US $87 billion since the 2014 summit in Wales, when the 2 per cent target for 2024 was established. This is almost three times what the US spends on Nato.
Five European states already meet the 2024 target of 2 per cent: Greece, UK, Estonia, Poland and Latvia. Two others are almost there: Romania and France. Four are on track: Turkey, Norway, Montenegro and Bulgaria.
True, most other European Nato members are closer to 1 per cent, including Germany, Italy and Spain - large countries with substantial budgets. If these countries doubled defence spending overnight, it would add US $80 billion to Nato's total. But Nato already accounts for over 60 per cent of the entire world's expenditure on defence

They are supposed to get to 2% and it should happen right away. We spend 4%. Why are you defending these slackers?
Possibly because we are counting US bases which we need to project force around the world as NATO assets. Like I said, tell the Germans we are closing Ramstein because they don’t pay enough and watch US operations across that half of the Western Hemisphere collapse.
Idiots. They shouldn’t have increased defense by a dime. For what?
Hey Europeans...don’t be dumb like that country on the other side of the Atlantic and blow all your hard earned money on defense. Use your heads. Use it to take care of your citizens instead.
Keep turning over your money to war profiteers, and people will start finding excuses to go to war. Don’t follow the American example. They’re stupid.

It was agreed in 2014 at the Wales Summit that NATO guidelines should be put in place for 2% GDP spending for NATO Countries by 2024.
Furthermore these are guidelines and not legally binding stipulations.
The US Spends 5% of it's Defence Budget on NATO, and does not pay for 70% of NATO, nor does it get a bad deal, as the US Brookings Institute points out.

What's your point?? They don't need to spend 4% as it stands Russia is no match for Europe(I don't consider Russia Europe they've never experienced the enlightenment). If the EU was looking to expand 4% would make more sense but as it stands your talking pure nonsense.

Wrong. A 2% goal was set in 2014 to be achieved by 2024 (as stated by the OP). That does not mean Trump gets to barge in less than halfway through the time period and demand 2% (or more) now.
It was agreed in 2014 at the Wales Summit that NATO guidelines should be put in place for 2% GDP spending for NATO Countries by 2024.
The required goal should have been at least 2% by every NATO country already.
But 4% would be preferable since that is what the U.S. has been spending all these years.
