She talked over the judge because, the judge wasn't answering what was asked. The judge was the one trying to change the subject.
Whether what the judge was saying was an excellent statement or not is irrelevant, as it was evasive. She wasn't addressing the content/specific question Whoopi asked. The judge did the same thing with Ana with a different question.

Judge clearly said she wanted to answer the question but was going to fix whoopi’s lie first. Whoopi wasn’t gonna have the truth. Whoopi lies.
I would bet these 2 are completely different when the cameras are OFF...have to remember, things like this are scripted, they are just 'acting/ entertaining'.
If you pay close attention to the shows credits, you will see they have at least one writer, on some shows, they have teams of writers.
IMO, Whoopi saying that the Judge was upset that Joy wasn't there is an indication that the above ^^^^^ is even more likely.

Yeah, Whoopi lied about Trump's Mexicans/rapists statement, but Whoopi's question could have been answered without the Judge validating that. Same with Ana's question, and the Judge tried to change the subject with both of them.

Dig a little deeper, there’s a bigger problem shown in Goldberg’s response and it extends to most liberals. They hate Trump. Yet, when challenged on the realities of his policies and their outcomes, they almost always fall back into complaints about rhetoric while they rarely have arguments to make about actual policy.
Whoopi’s is unable to really hit anything substantive in her response. You’d think she’d have the talking points ready and at least one counter to Pirro’s challenge. Nope. She just goes back to Trump’s campaign announcement speech in 2015, alleging that he called all Mexicans liars and rapists (Fact Check: He Didn’t). That’s all she’s got?
Hysterical, media driven conspiracies about Trump and Russia rank somewhere below concerns about Mitch McConnell’s dog when the public is polled. In the end, this was another black mark on our civil discourse.

As with many liberals, she predictably preferred to shut down the conversation instead of giving a real rebuttal to what Pirro said.
