statistically the military has proven to be a good place to get raped, addicted to drugs/alcohol, maimed for life or killed. What is the point of forcing young people into those outcomes?

I agree. Two years of service to our country, be it military, Peace Corps, Volunteers In Service To America (VISTA), re-activate the CCC (Civilian Conservation Corps), whatever.
The 2 year military tour would include only Basic Training and OJT (On the Job Training); no schools. Such schools would be available only on re-enlistment for 4 or 6 years, depending on the length of the school.
The two year term would begin immediately after graduation from high school, or on the 18th birthday, whichever comes later.
In order to be fair, there would have to be programs for persons with handicaps.

Digging holes and filling them back up. Sound economic plan

And if someone refuses how long should they spend in prison?

No confusion except by those who have a bizarre obsession with military conscription in the USA.
Gotcha. Sorry for the misunderstanding. I don't get it, either.

Right. So rich kids who don't need government assistance basically get a pass. I guess in Trumplandia that's what passes for fairness.

I believe statistics would show that those scenarios are more likely in any large city...……….

Are you forced/conscripted to live any large city?
You aren't suggesting that forcing young people from safe environments, into unsafe environments, is a good idea?

I wouldn't mind seeing our young people having to go through a summer of boot camp and community service. Sort of a finishing school before entering full adulthood. A little discipline, forced teamwork and exercise would be good for those snowflakes. Some time away from their phones and the internet. They would become better employees also.
