Appalachia is a great big place. I live there.
Of course water at the effluent is going to have contaminants no matter what region of the country. Runoff from mining, construction and other industry is also going to leach contaminants into the water. Many contaminants leech out as they travel downstream. There are EPA and state regulations concerning these type operations and water quality.
The number of clean springs, creeks, rivers, seeps, wells, etc. in "Appalachia" is massive. Drinking water comes from municipalities that normally have impoundments (lakes). The water is monitored several times a day at the municipal treatment plant. So yes the drinking water is clean. I wouldn't call any tap water crystal clean though.
Doesn’t everyone prefer bottled water just downstream from a strip mine?
