Nearly everyone with insurance has an ACA compliant plan.

The Individual Market is just a small part of the healthcare insurance market.

Any replacement that is not Guaranteed Issue is DOA in Congress. The people would come after Congress with pitchforks and most Congress Critters know this.

Trump's contribution to all this is to tweet that Nancy and Mitch need to fix it. Helpful contribution, that.

The surprise to many was not that O'Connor declared the individual mandate unconstitutional but his action on the remaining portion of the ACA - that even the Trump Administration supported (quietly, but supported). That was the bombshell that certainly will be appealed. At a minimum, it appears to be judicial activism gone wild for it appears to undercut last year's Congressional action. Congress intended to leave the remaining portions intact.

A tax no longer exists. That is the only authorization under the 16th Amendment that Congress has control over. All other are 10th amendment issues.
