Wait, are we debating a poll with 88 total respondents for each Republican, Democrat, Independent and applying the findings to 174,000,000 people?

I'm not statistics expert but that seems a little low. The number the OP is referring too is:
Party: Independent, 2018: 29, 2019: 40, difference: +11


This could be why this poll was not reported on widely because its trash. They polled 1000 residence and got 264 participants. That's not enough for a state poll much less a single national issue.

Poll after poll shows Trump's approval at right around 40%

The majority of Americans don't approve of Trump, his wall, or his shutdown.

Trump and the Republicans are holding America hostage to something the majority of Americans don't want.
