Presumably the white person would be gaining skin-pigmentation making them less-able to live in Canada. Thus while this mixture might benefit the black person, it comes at a cost to the white person.
Moreover, the same argument can be made in reverse. A white person who goes south may benefit from a tan. But the black person already has a year-round tan. And while the white person may benefit from more pigment, allowing him not to burn as easily in the sun. The black person would be harmed, because he would suddenly be prone to burning, skin-cancer, etc.
The net-benefit of mixing whites and blacks together, at both the equator and the poles, would be both people less-able to live in the cold, and people less-able to live in the heat.
And race is not only skin-pigment. Did you know that West-Africa blacks have 15% less lung capacity, but their respiratory-system functions differently than whites.
Every single physical feature varies from race-to-race. From bone density, to muscle function(think fast-twitch and slow-twitch), to sitting height(which has to do with the length of your limbs relative to your torso). Among other things.

That statement is also wrong. Neanderthals WERE humans, just like we are, and many other human species that have long died out or been absorbed by modern humans. Asians also have admixture of some other human species (in addition to Neanderthal admixture).

And just how do we do that? We already send billions to other countries to help support their economies and their citizens and to no avail.
