That's a failure on the management to learn ACA stipulations, and then to train their employees regarding those same stipulations - specifically, that service dogs are not allowed in shopping carts, or on public or restaurant seating. They must do their jobs with 4 paws on the floor, or be carried/worn in a harness like a baby carrier if they have to be close enough to smell their human's odor if they are an alert dog.
The only people who would be getting offended by being politely asked legally allowed questions, or being told their dogs are where they shouldn't be, are the folks who aren't supposed to have dogs with them anyway. People who get their dogs from an agency are trained in the rights and responsibilities that come with using a service animal.
