So you shouldn’t file a tax return for the U.S. if you meet either of the following requirements:
You’re a bona fide resident of Puerto Rico during the entire tax year, and
Your only income is from sources within Puerto Rico."

Have you even been to Puerto Rico? There is nothing at all about the island that would make it a good additional US state. There are shanty towns all over the island filled with squatters who don't speak English. Except for the tourist areas, nothing is built to US building codes. Puerto Rico will never be another Hawaii.
America just can't afford to take on Puerto Rico as a state. Trying to fix that island and turn it into a First World quality island would require more money and effort than trying to fix Baltimore or Detroit.

Why hasn't Puerto Rico been made a state? Does the U.S really need another state?
No and especially not Puerto Rico. It is a hot mess of corruption and the best thing for the USA would grant them complete independence from us.
