All the other impeachments set the rules after the investigation was either well underway or complete.

But there's nothing to say the rules couldn't come first. Each impeachment has been different, and each has had a set of rules that differ from each other.

Any rules that are made all depend on the individual charges and their contingencies.

Insisting the rules are laid first is just a way of slowing the process a lot.

Since impeachment is a Congressional affair when its the President who's being investigated, The House has no obligation to sit around and wait while the White House is planning a response.

The investigation can and should be continued while the White House is planning. Once the investigation is complete, both the House and the White House will need to prepare for the pre-trial, which is what the House does. It's like a Grand Jury that determines if a crime has been committed.

Until the investigation has completed, no Grand Jury has all the facts it needs. But once it does, that's the time when a delay should be asked for and given so that the Grand Jury and the defendant are both fully prepared for their tasks.

Remember the investigation may determine the President is innocent just as much as it could determine he's suspected of guilt. Suspicion isn't enough for impeachment. Impeachable offenses demand impeachable facts.

The White House will continue to do nothing but impede and obstruct the process.
