You could do the same with basically any state. Omit the cities you get similar results with every state. I never said violence was rampant in rural areas. I said it CAN happen in very remote areas. Places where even the police can't reach in less than an hour.

Why does St. Louis have so many more colleges and universities than Lincoln, NE?
They aren't as comparable as one thinks. St. Louis is a markedly older city than Lincoln. St. Louis once has as much as 856,796 people in 1950. Lincoln has 98,000 people in 1950. The city of Lincoln was founded in 1856 and incorporated in 1869. And Lincoln was not a big manufacturing center. It has over 287,000 people. St. Louis was founded in 1764 and incorporated in 1822. It went between French and Spanish rule, and later American rule. Lincoln has been gaining population while St. Louis has been losing.

St. Louis is an old, major city that became a major river port and a manufacturing hub.
Lincoln is a relative Johnny-come-lately compared to St. Louis. It was never a big manufacturing hub. It grew because of the railroads going west.
St. Louis is a Rust Belt city
Lincoln is a large university city.

I looked for an updated. So far, this is what I know. The homicide toll reached 8 around January 3. Madison,WI had fewer homicides for the entire year in 2019.
