This talk of a 'deadline' is a red herring. September 30th is only the end of the fiscal year when funds automatically revert to Congress. GAO found that Trump deliberately violated the law because he took specific actions to not disburse the funds, namely

OMB withheld amounts by issuing a series of nine apportionment schedules with footnotes that made all unobligated balances for the Ukraine Security Assistance Initiative (USAI) unavailable for obligation.

After September 30th, OMB would have been powerless to fulfill its statutory responsibilities. Before September 30th, Trump took actions that violated his statutory responsibilities as POTUS.

Trump broke the law. He broke it for his own advantage. Bait to entice a foreign leader to give him an investigation that would not have otherwise happened because that investigation is not in the best interest of Ukraine. This to further Trump's personal political interest - an investigation against his political opponent.

Whatever happened to the chant: Lock {Her} Him Up?

Funds that arrive before the deadline cannot have been withheld. Also, the OMB is not part of the judicial branch, so they aren't at all authorities when it comes to interpreting if the law has been broken or not.
