No, but bozos like you would want Trump impeached over a speeding ticket..

What happened had no negative impact on the country and his policies are better for the long term of the country , libs have been wanting him impeached since the night he beat Hillary and have even admitted it.. so stop crying and come up with a candidate that can actually win an election of you want him out..

The entire GAO report hinges on once sentence at page 5 ¶3:

The Constitution grants the President no unilateral authority to withhold funds from obligation.

The entire premise of the GAO is arguable.

While the Constitution may not expressly authorize a President to withhold funds, US Presidents have extra-Constitutional powers.

These powers are not enumerated in the Constitution, but they are enumerated in the Stamp Act, the Declaration of Independence and the Articles of Confederation.

They are also part and parcel of the traditional powers of a head-of-State.

The Constitution would be more than 6,000 pages long if it had enumerated every power of the President.

Instead of wasting that much ink and paper, the Constitution simply says what Presidents cannot do or what they can do only with the consent of Congress or the Senate or the House.

The US Supreme Court has said in more than 2 dozen decisions in the last 50 years that Presidents do have extra-Constitutional powers and not only do Presidents have extra-Constitutional powers, but also cabinet members such as the Secretary of State and the Secretary of Defense have extra-Constitutional powers.

If you do doubt, might I suggest you read Dalton v Specter (1994).

The US Supreme Court specifically said the Secretary of Defense has powers that are not defined in the Constitution and which extend beyond the Constitution.

Same with Presidents. See United States v. Curtiss-Wright (1936).

You can even read Hamdi (2006). A President's powers extend far beyond those defined in the Constitution.

Unless a President's powers are expressly barred or expressly limited by the Constitution, a President can do whatever.

Since Foreign Policy is the within the purview of Presidents and only Presidents and no other (excepting the ratification of treaties by the Senate and the appointment of ambassadors by the Senate), the President has every right to withhold money from a foreign country.

Ukraine is not a US State and has no right or entitlement to any monies whether approved by Congress or not.

This is also not the first time a President has withheld funds authorized by Congress from a foreign country.

Aren't you glad NBC told you that?
Bottom line is the funds weren't withheld. They were actually delivered early.

IF the funds had not been delivered, THEN they would have been withheld.

The GAO is opining on something that didn't happen. Yet another waste of taxpayer money. Ugh.

You heard testimony that the aid was not received in Ukraine in a timely manner while there was an ongoing conflict. Ukraine would care squat about the end of a US fiscal year when it was under attack.

Deadline you say? The issue for Ukraine was "dead." Drop the "line." Trump stopped DOD from acting.

Your analogy isn't relevant because the candy bar was never stolen....

The analogy would be if someone picked up a candy bar in a store then the guy behind the counter accuses him of stealing it as he's putting it back down.....in your eyes, he stole it and should be thrown in the gulag.
