Only the DOJ/courts can determine if laws were broken.

The GAO can only give their opinion.

Constitution clearly says "High crimes and misdemeanors."

Section 4, Article 2. ""The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors."

Pull out your pocket copies and check if you doubt it.

Yes, but "misconduct", "maladministration" and other such vague offenses were rejected by the founders.

The founders made only serious criminal offenses impeachable.

There is no crime. There is only an attempt to investigate graft and democrat spin that this somehow equals a crime.
